Campus Parking Guide

Please read each section carefully. Permit holders are expected to be familiar with and comply with campus parking policy.

Parking on the Emory campus is either designated for visitors or requires the display of a valid permit. Follow all posted signage. The absence of a sign does not grant permission to park. The rules and regulations are subject to change; changes will be posted on our website.

Permits are required in these decks from 6:00AM - 4:00PM Monday - Friday. The permit parking areas in the following decks are open to visitors after 4:00 PM, on weekends and University holidays.

Gambrell deck, Gambrell Drive (formerly Lowergate South deck)
Michael Street, 550 Houston Mill Road
Peavine, 29 Eagle Row
Starvine/Clairmont, 1945 Starvine Way
1599 Clifton Deck
Woodruff Residential Lot, 1495 Clifton Road

Permits are required in the Fishburne Deck, 1672 N Decatur Road, from 7:00AM - 6:00PM. Visitors may park in the permit area of Fishburne Deck after 6:00PM Monday - Friday, on weekends and University holidays.

University traffic and parking assignments can change by various events, including the following:

Student move-in and move-out days
Commencement
Construction
Other circumstances

Please take every reasonable precaution to prevent theft and vehicular damage. Such measures include closing all windows, locking all doors, parking in designated areas only, following all traffic signs, and refraining from displaying valuables such as purses, bags, laptops, GPS, and other electronics.

Emory University is not responsible for any damage or theft from vehicles or theft of vehicles parked on Emory property. This is the sole responsibility of the vehicle owner or operator.

Should a theft or vehicle damage occur while parked on Emory property, contact the Emory Police Department for reporting and investigative purposes at 404.727.8005.

Permits

1. Only permits issued by Emory Transportation and Parking Services are valid. A permit purchased from an individual and not Emory TPS is invalid.

2. Permit is valid for assigned deck/lot location only.

3. Falsifying information in order to obtain a permit or to participate in a commute option program will result in suspension or revocation of parking or commute option privileges. Undergraduate students who falsify information will be referred to the Office of Student Conduct.

4. Permit ownership is nontransferable. The fine for displaying and possessing a lost/stolen, fraudulent or fraudulently-obtained permit is $600.

5. Permit should be displayed from the rear view mirror with the Emory logo facing outward. If the permit will not fit on the rear view mirror, display on the dash with the entire permit number visible.

6. A permit holder may have only one vehicle on campus and occupy only one space at a time. Commuters who use additional vehicles must register all vehicles with TPS and can then move the valid permit between the registered vehicles.

7. Permits are linked to specific vehicles and assigned to specific parking locations. Vehicle operators should park only in assigned areas and at the times allowed by the permit displayed.

Vehicles

8. Every vehicle that is parked in a permit area must be registered with TPS and must display a valid Emory permit.

9. All vehicles belonging to the immediate family of an employee, contracted staff, or student, whether registered with Emory or not, will be considered the responsibility of that individual. Any parking violations charged against that vehicle will be the responsibility of the individual.

10. Vehicles must park in a space specifically designated for parking with the license plate visible from the drive lane.

11. Permit owners are responsible for maintaining current vehicle information with Parking Services. If you no longer own the vehicle, notify Parking Services at parking@emory.edu. If you purchase a new vehicle, add the vehicle to your parking account: https://myaccount.parking.emory.edu.

12. TPS will use state agencies to identify unregistered vehicles. An additional fine may be added if we must use the service to identify vehicle owner because the owner has not registered.

Non - Parking Areas

13. Do not park your vehicle in landscaped or hardscaped areas.

14. Barricades, roped-off areas, and signs indicating parking for special events take precedence over general parking designation.

15. Any area not specifically designated for parking is considered a No Parking zone and vehicles will be cited accordingly.

Disability Parking

16. In permit areas, disability parking on the Emory campus requires that the state-issued disability placard or license plate and an Emory parking permit be displayed.

Motorcycles & Scooters

Motorcycles/Scooters are required to park in areas designated solely for that purpose and are required to register and display a motorcycle parking permit.

17. Motorcycles/Scooters should not park at and/or block bicycle racks or pedestrian areas.

18. Motorcycles/Scooters are not allowed to travel or park within the access controlled areas of Asbury Circle and Dickey Drive.

19. Motorcycles/Scooters have ample room to pass around access gates and for safety reasons should not attempt to pass through them.

20. Motorcycles/Scooters should not drive or park on the sidewalk or block entrances/exits of buildings or pedestrian areas.

21. Motorcycles/Scooters parked illegally are subject to towing/immobilization. Electric scooter (e-scooter) vendor will be fined $25 for each instance of impoundment of an illegally parked e-scooter.

Loading Docks

22. Loading docks are enforced 24/7.

23. Blocking access to loading docks and dumpsters is not permitted. Vehicles blocking access to loading docks and/or dumpsters will be towed or relocated at the owner’s expense.

24. The time limit for parking or stopping at loading docks is 60 minutes with a valid permit.

Service Space

25. Service spaces are enforced 24/7.

26. Service spaces are for marked University vehicles, exterior marked vendor vehicles, or personal vehicles with an annual permit and an Official Business (OB) permit displayed.

27. Observe the time limits posted on service spaces: 15 minute; 30 minute Unloading/Loading, 2 Hour, etc.

Fire Lanes

28. Fire lanes are enforced 24/7.

29. Fire lanes are clearly marked with signage and designated for emergency vehicles only.

30. Fire lanes are not to be used to stage an emergency vehicle that is not actively responding to an emergency.

Bicycles

31. Bicycles are required to park in areas designated solely for that purpose.

32. Bicycles have ample room to pass around access gates and for safety reasons should not attempt to pass through them.

33. Bicycles should not block accessible entrances/exits from buildings or pathways.

34. Bicycles should not be locked to fences, posts, or emergency light/intercom poles.

35. Bicycles should not be locked to handrails or block an accessible path.

36. Bicycles found in violation will be removed and may be reclaimed through the Bike Emory program.

Vehicle Storage

Emory's Transportation and Parking Services office makes every effort to reasonably accommodate our student, staff, and faculty annual permit holders who need to store their vehicles during scheduled Breaks in the University calendar. Vehicles may not be stored over the Summer Break between Commencement and August 14.

Vehicles may not be stored in Visitor Parking areas. Vehicles left unattended for longer than 72 hours may be impounded at the owner’s expense.

Student vehicle storage

After approval from Parking Services, students may store their vehicles in the following areas:

Clairmont Residential

Students residing in Clairmont Residential may store their vehicle in their assigned Clairmont Residential deck.

Woodruff Residential / Clifton Towers

Students residing in Woodruff or Clifton Towers may store their vehicles in the Michael Street parking deck. (Press the 'CALL' button at the entrance gate to access the Michael Street deck.)

Other On-Campus Housing

Students residing in on-campus housing who are currently assigned to the Michael Street parking deck may store their vehicles in the Michael Street parking deck.

Students residing in on-campus housing who are currently assigned to the Peavine parking deck may store their vehicles in the Peavine parking deck.

Faculty / Staff vehicle storage

If you intend to store your vehicle on campus during any published calendar Break, you must contact the Parking office at parking@emory.edu before you leave for the Break and give us your

Citations

Emory TPS has an “Only Ticket Policy." We will automatically void a parking citation at the completion of the fiscal year, September 1 – August 31, IF it is the only ticket issued during the fiscal year, for the following violations with an assessed fine less than $36:

no or expired permit
improper permit display
incorrect zone
unauthorized parking (No truck, Van, or SUV)
overtime in a timed zone
unregistered vehicle
license plate not visible from drive lane

If any second ticket is issued, the owner is responsible for paying all fines. Fines for violations are printed on each citation placed on vehicles.

Emory expects all members of the community to address fines according to the guidelines outlined in this document and in a timely manner. Individuals with outstanding fines will not be allowed to purchase or renew permits/passes, to make any changes to parking location assignment, to continue participation in a commute alternative program until the fines are paid in full. Outstanding fines may also result in loss of parking access, immobilization of vehicle, or the vehicle being towed.
