Who is eligible to become a Zipcar member?

Any member of the Emory community at least 18 years of age is eligible to apply for Zipcar membership.
Zipcar membership requirements:
Members must be at least 18 years old
Members must have a valid drivers license (from any country) and have been licensed for at least one year
Members must have no more than two incidents (moving violations plus accidents) in the past three years and no more than one incident in the past 18 months
Members must have no major violations in the past three years and no alcohol violations in the past seven years
Members who are 18-20 years old qualify for an Emory Campus Zipcar membership. Members in this age group must also provide additional documentation as required by Zipcar.
Members 21 and older also have access to thousands of Zipcars in and around Atlanta, Boston, Chicago, London, New York, Philadelphia, Pittsburgh, Portland, San Francisco, Seattle, Toronto, Vancouver and Washington, D.C. in addition to the vehicles on the Emory campus and in the Atlanta area.

What are the costs?

Emory University currently has three Zipcar campus locations: Emory main campus, Midtown-Crawford Long Hospital, and Oxford. The hourly costs for Zipcar usage are determined by the location and the category within which a member is registered.
Gas, insurance and 180 miles (per day) are included in every hourly rate.
Zipcar requires that all members keep an active credit card associated with their account. Driving charges are billed shortly after the end of the Zipcar reservation. Billing is done automatically and electronically; all member invoices can be viewed online.
Main Campus Clifton Road/Druid Hills (7 cars)
A.Registered members of the Emory Moves Commute Options program are eligible for a subsidized hourly rate as a benefit of that program.
Weekday Rate: The subsidized rate of $3.00/hour includes gas, insurance and 180 miles per day.
Weekend Rate: Normal Zipcar rate of $9.50/hour applies on the weekends.
Registration fee is waived for Emory Moves members.
B.Students as well as employees who continue to bring a personal vehicle to campus but who need to use a Zipcar occasionally for business or personal use can also take advantage of this program.
Weekday Rate: The regular hourly Zipcar rate of $9.25 applies and includes gas, insurance, and 180 miles per day.
Weekend Rate: The regular Zipcar rate of $9.50/hour applies on the weekends
Registration fee is $25/year.
Midtown-Crawford Long Hospital
Weekday Rate: The subsidized rate of $7.00/hour includes gas, insurance and 180 miles per day.
Weekend Rate: Normal Zipcar rate of $9.50/hour applies on the weekends.

Weekday Rate: The subsidized rate of $7.00/hour includes gas, insurance and 180 miles per day.

How far in advance can a vehicle be reserved?

Members can reserve a Zipcar up to one year in advance. It is recommended that members reserve a car in advance whenever possible to ensure that it will be available when it is needed.
About half of the Zipcar reservations are made the same day. One of the benefits of joining Zipcar is that members are entitled to use any of the cars anywhere on campus not just the one closest to the members building location. So, even if the Zipcar nearest to a members building is not available, he/she will still be able to reserve one at another location on campus.

Are there charges associated with returning a car late?
|

Zipcar recommends that members make every effort to return vehicles on time. Given that the system operates on the principal of car-sharing, it is likely that another member will be waiting to pick up the car at the end of a members reservation. Zipcar has late penalties of $50/hour with a minimum charge of $50 plus regular hourly use charges.
When reasonably foreseeable that a member may be later than expected in returning a vehicle, it may be wise to make a reservation for an extra 30 to 60 minutes if there is any doubt about the ability to return the car on time.
Members can also extend a reservation with Zipcars automated telephone system (866-4ZIPCAR), but keep in mind that it is not always possible to extend a reservation once the car is in a members possession another member may already have reserved it.

What happens if a member receives a parking citation or moving violation?

Members are responsible for any parking citation or moving violation issued to them during their reservation.

How do members access the Zipcar?
|

After becoming a member, a Zipcard is issued. This card will have a unique member number assigned ONLY to that member. When a member reserves a Zipcar, the car will be expecting that member ONLY (and his or her Zipcard) at the time of the reservation. When the Zipcard is held above the card reader located on the drivers side windshield the doors will unlock automatically and the member will be ready to drive.

Where are the keys?

Once a member with a reservation has accessed the Zipcar, the member will find the keys in the ignition of the vehicle.
Remember, the Zipcard gives only that member who has made the reservation access to the vehicle when it is their turn to drive. It unlocks the doors and ignition.

Who pays for gas?

Zipcar does. If members need to fill the tank, use the fuel card inside the car when it gets to full. Members who fuel the vehicle or wash the vehicle when needed will receive credit on their account for providing these services. Remember, as a car-sharing service, all members are expected to share these responsibilities as well.

What about insurance and liability?

Beginning November 1, 2007, for Zipcar members age 21 or older, insurance coverage consists of a combined single limit of $300,000 per accident meaning that all third-party bodily injuries or property damage costs relating to the accident are covered in the aggregate up to $300,000. For drivers under age 21, Zipcar provides coverage up to state-mandated levels, which vary by the state in which the accident occurs. Zipcars are covered under a vehicle collision policy.
For both third-party or vehicle damage claims, the member is responsible for a damage fee of up to $500 to cover repairs if the accident is his or her fault, or if no fault is assigned. Members age 21 and over have the option to purchase a damage fee waiver to reduce that amount to $250, or to eliminate it altogether.
Zipcar provides Personal Injury Protection (PIP), or no fault coverage, at statutory limits for members if they are injured in an accident. Members may also use their own health care coverage in case of injury.
If the total amount of the injuries and/or property damage exceeds Zipcars coverage limits, Zipcar members are responsible for this excess and will be contacted by either Zipcar, Zipcars insurance provider (Liberty Mutual) or the insurance company representing another driver involved in the accident.
If a Zipcar is involved in an accident and the member is found to be at fault or no fault is assigned, the member is responsible for the first $500 of the total cost to all parties involved.
If vehicle repairs and medical costs amount to $2,500, the members damage fee is $500. If the amount totals $350, then the damage fee is $350.
Zipcar provides Personal Injury Protection (PIP), or no fault coverage, at statutory limits for members if they are injured in an accident. Members may also use their own health care coverage in case of injury.
Many personal auto insurance policies also provide coverage for rental. Read your policy or contact your insurance agent to get the full information regarding your coverage limits.

Guidelines for business use of Zipcar program

All business use of Zipcar must comply with department and University policies and procedures regarding travel reimbursement.
Role of Department Administrator
Departments interested in setting up a departmental Zipcar account should designate a departmental administrator who is responsible for the following:
1.Requesting departmental account authorization from the director of the division.
2.Contacting Zipcar to create a department account with a P-card.
3.Approving the completed application for department staff and faculty who wish to create an individual Zipcar business account.
4.Training new users how to make a Zipcar reservation request.
a.Business use of a Zipcar is limited to short-term trips (up to 24 hours) that are no more than 180 miles roundtrip.
b.The Emory business trip purpose and supporting documentation must be submitted to the departmental business manager each month.

5.Educating all users and monitoring use of Zipcars to be sure that only insured Zipcar members drive the vehicles. Unauthorized use of Zipcars by staff members who are not insured by Zipcar is strictly prohibited and will be the responsibility of the department. Unauthorized use exposes the department and the University to uninsured risks.
6.Advising the business manager in each department to ensure that all appropriate travel information is provided in the detailed billing invoices attached to the reimbursement request. If appropriate documentation is not provided, reimbursement requests may be denied, and use of the Zipcar program could be revoked.
7.Notifying faculty and staff when their application for an individual Zipcar business account has been authorized.
Fines and citations are the responsibility of the individual Zipcar user and will not be reimbursed by the University. Late fee charges will be reviewed on an individual basis by the department director. Unless approved by the director of the department, late fees are the responsibility of the employee. For guidance, if the business meeting runs late and the employee cannot return the vehicle within the reservation period, documentation supporting the situation must be verifiable and provided by the employee. Reimbursement for late fees should not be routine and is the exception.
Business Zipcar Usage - Individual Billed by Zipcar/Reimbursed by Department
Departments that choose to reimburse employees directly for Zipcar business usage are responsible for:
1.Reconciling business trip documentation against monthly Zipcar invoice. Managers/supervisors should verify that the trip requested for reimbursement was for business purposes. Reimbursement requests must follow Emory Finance policy.
2.Reviewing Zipcar rules of use with employees who are approved to use Zipcar for business purposes.
3.Fines and citations are the responsibility of the individual Zipcar user and will not be reimbursed by the University. Late fee charges will be reviewed on an individual basis by the department director. Unless approved by the director of the department, late fees are the responsibility of the employee. For guidance, if the business meeting runs late and the employee cannot return the vehicle within the reservation period, documentation supporting the situation must be verifiable and documented by the employee. Reimbursement for late fees should not be routine and is the exception.
4.Employees should not use their Zipcar Emory Moves Commute Options account for business activities. Transportation and Parking Services provides a subsidy for Zipcar usage to employees who are registered in a commute option program. The subsidized rate is $3.00/hour, Monday Friday. Employees who are registered in the commute option Zipcar program must have a separate individually billed account with Zipcar under the Emory University Faculty and Staff account. Reimbursement for business use cannot be made to an employee at the discounted rate of $3.00/hour.
